But the rocket-skates are totally win. Also, you may notice that in close quarters braking/changing direction using the jetboots, Tony uses a lot of the same 'skating'-based moves as a hockey player.

Could just be the way Tony thinks, like the way it doesn't seen to have occurred to Cap that since his shield is Vibranium/Adamantium alloy, the Vibranium will absorb all the kinetic energy it's hit with, and consequentially turn his normal shield-hit into a F#%! pile-driver the next time he hits someone with it, as the kinetic energy is re-released.
The fact that most OTHER villains (and heroes) don't seem to fully understand the properties of Vibranium is probably part of the reason Cap is so often physically underestimated in battle.
Vibranium. The Wakandans are really on to something, here.

In practice though, Tony usually opts to use the narrow-focus photon-beam in those kinds of situations.
